i wanted to go to pharmcy school and its hard to get in here (U of Toronto) so i was considering to apply in some universities in States...i didn't wanna pay international fees coz its just too much. So I'll only apply to states that don't need Canadians (esp. from Ontario) to pay international fees.

You will be considered an 'international student' at almost all Universities across the United States. I am not too sure if it is possible to go into a well recognized American University as a student who studied outside of America and not pay international fees.
